依据《节能法》的要求，企业固定资产投资项目需经?过节能评估和审查，对没有节能验收记录的建设项目，建设行政主管部门不予竣工验收备案。同时，节能监察机构依法对固定资产投资项目节能措施和能耗指标等落实情况进行节能监察。不符合强制性节能标准的项目，依法负责项目审批或者核准的机关不得批准或者核准建设；建设单位不得开工建设；已经建成的，不得投入生产、使用。
In terms of requirements of Energy Saving Law, it is necessary to make evaluation and verification of investment of energy saving on fixed assets project. Meanwhile, the administrative department should not accept and keep record for project without energy saving and verification record. For projects not complying with energy saving standard, the related authority can not approve and verify its construction; and the construction company can not begin to construct; if the project finishes construction, it still can not be put into use.
